[shipwright-admin] On IP for Project Shipwright

Hello all, One of the recent topics I have been involved in the TOC meetings is the Intellectual Property regarding Projects. Some minor efforts happening at the moment(for example https://github.com/cdfoundation/toc/pull/210) . I think we should revisit this topic, and ensure we are compliant with the ongoing guidance from Andrea.
