[shipwright-admin] New Shipwright repository to host sample apps

Hello folks, Looking for green-light on creating a new repository in Shipwright org, to host some sample source code. This is related to https://github.com/shipwright-io/build/issues/366 . These sample source code should be later used in Shipwright/Build for tests and docs. I have one concern on the new repo, while I probably will need to copy/paste source code from other repos, e.g. https://github.com/sbose78/taxi. Unless we fork these repos with the shipwright org.
